We utilize Exchange clustering, do we need to purchase a GOexchange license key for each server?

GOexchange is licensed on a per server basis therefore if you want any of the servers within a cluster to be able to run maintenance then you will need to license each server accordingly. 

Active/Passive Cluster: We suggest that you purchase a license for the default Active server and then always perform maintenance from that server. 

NOTE: The caveat to this scenario of course is that if your default Active server fails the Passive server will take over and you will not be able to run maintenance until you fail back to the licensed server. If you would like the ability to perform maintenance from the Active or Passive server then you must purchase a license for each server.

Active/Active Cluster: You must purchase a license for each server
